The article discusses the notions of federalism and federation in contemporary debates. It states that federalism is a never completed political project and that federations are ever evolving political systems. It illustrates the political tug-of-war that inevitably takes place between the federal center and the federated units and the pathologies (i.e., joint decision traps) to which it can lead. It concludes by establishing conceptual borders between federalism and cognate concepts such as multi-level governance, compound democracy and directly deliberative polyarchy.
