This short article discusses the genesis and use of the concept of multilevel governance (MLG), particularly in relation to the European Union. It argues that far from being just a 'compelling metaphor', MLG contains a theoretical core that puts political mobilization at the core of a dynamic model that unfolds along three dimensions: national-supranational, centre-periphery, state-society.
