The essay analyzes the non-proliferation policy of the European Union (EU), highlighting the strengths and weaknesses of its distinctive approach to combating the spread of weapons of mass destruction (WMD). The essay assesses ‘The EU strategy against the proliferation of WMD’ adopted in 2003, which presents the principles and guidelines that the EU intends to follow to this end. It then presents an in-depth analysis of the Iranian nuclear controversy, discussing the origins, motivations and objectives of Tehran's nuclear program, as well as the main steps of the EU/Iran negotiations from the 'critical dialogue' of the eighties to the current stalemate. The essay concludes that the commitment of the EU to the negotiations with Iran shows - despite the current lack of concrete and definite outcomes - the growing relevance of the EU in the field of disarmament and non-proliferation. The EU appears to have at its disposal a number of key instruments, and above all the ability to pursue a strategy of 'engagement'. This strategy can be decisive, especially in the medium to long term, in altering the calculations that drive states to seek to acquire nuclear capabilities. However, European ambitions continue to suffer from limitations and shortcomings, which are particularly apparent when a dispute grows acute and a more robust 'posture' becomes indispensable to bolstering its negotiating position.
