A new method for image-data compression is presented which is based on a hierarchical decomposition of an image into blocks with homogeneous characteristics, and on the reconstruction of the intensity function by means of a bilinear interpolation. The interpolated points are the vertices of a nonuniform grid, and the intensity values associated with them are computed in such a way as to minimise the MSE produced by the bilinear approximation. © 1991, The Institution of Electrical Engineers.
