The WIPO 'Marrakesh Treaty to Facilitate Access to Published Works for Persons who are Blind, Visually Impaired, or otherwise Print Disabled' 6, concluded on June 27, 2013 , specifically aims at addressing the paucity of available works in accessible format copies ('book famine'). The Treaty is also an absolute première on the international stage, being the first multilateral, binding legal instrument primarily devoted to the establishment of limitations and exceptions in copyright law. The core elements of the new binding international instrument are the mandatory, domestic exceptions and limitations, the rules regarding the cross-border exchange of accessible format copies, the provision concerning the circumvention of technological measures, and the parties' obligations under the three step test.
