Il saggio affronta il tema dei raccordi Stato-regioni nell'esperienza italiana. Ci si sofferma sul sistema delle Conferenze, sul bicameralismo e sull'attuazione dell'art. 11 l. cost. n. 3 del 2001

THE PARTICIPATION OF THE REGIONS IN THE LIFE OF THE STATE (AND OF THE REPUBLIC): BICAMERALISM, REGIONS CHAMBER ROOMS AND CONFERENCES. The essay analyzes problems in Italian experience of relationships between State and Regions for what concerns bilateral/organizational solutions to prevent judiciary conflicts and/or to solve them. First of all, the essay analyzes the “lost choices” of Italian Constituent Assembly about composition and role of the second Chamber of Italian Parliament: the Senate. Then, peculiar attention is given to the relations between State and single “special Regions” and the evolution (by praxis and legislative acts, without constitutional amendments) of the so called “Conferences System” between the executive power of State and Regions (special and not) and other territorial Autonomies. The article analyses the failed constitutional reform of 2016 (so called “Renzi/Boschi” constitutional reform) for what concerned the Senate. The essay focuses finally the problems arising from the provisions of the art. 11th of constitutional law 3/2011 about the integrated composition and competences of the Bicameral Commission for Regional Questions of Italian Parliament: the necessary implementation of this provision and the relations of the integrated Commission with the Conference System.
