This article analyzes the evolution of the Liguria Regional Statute twenty years after its adoption, framing it as a “second-generation” source born from the constitutional reforms of 1999 and 2001. The Author examines the Statute's position within the system of legal sources, highlighting how constitutional jurisprudence has gradually circumscribed regional autonomy by strictly defining procedural limits and mandatory contents, such as the form of government. Despite these constraints, the Statute remains a fundamental act for defining regional identity and promoting political and territorial pluralism. The study further explores specific institutions, including the aggravated legislative process, referendums, and the Council of Local Autonomies. In conclusion, the author suggests future statutory developments aimed at strengthening citizen participation and the formal “statute” of political oppositions.
