The article examines the ongoing reform of the of the European legal framework on public procurement regulatory with particular attention to the dual dimensions of sustainability and strategic autonomy. Building on the analysis of the evaluation of the 2014 EU Directives and their actual effectiveness in terms of competition, transparency, and flexibility, it argues that the reform underway entails not merely a technical or procedural adjustment, but a deeper normative reconfiguration. The study provides a hermeneutic reading of the most relevant issues that must be addressed in this phase of constructing a common vision for the new European rules on public procurement. Finally, it concludes that the European public procurement framework is undergoing a phase of normative transition: far from a simple update, the system is being reshaped into a hybrid model that aligns market instruments with the Union’s strategic objectives. The success of this process will depend on the design of a balanced regulatory architecture—one capable of preserving the openness of the internal market while at the same time strengthening coherence, legal certainty, and the strategic capacity for action of the European institutions and the Member States.
