The essay analyses the principle of invariance provided for in the Framework-Law for the implementation of differentiated autonomy, both by placing it within the context of previous reform experiences already tested in the financing system of ordinary Regions, and by highlighting its operational peculiarities and possible new problems. To this end, the essay also proceeds to the framing of the constitutional meaning that the invariance of a reform of financial autonomy can assume, also in its connection with the different principles implied by art. 119, as developed by the Constitutional Court. Furthermore, with respect to the first drafts of the agreement (with Veneto, Lombardia and Emilia-Romagna), preceding the Framework-Law, the operational role that the invariance could assume in the implementation of differentiation models has been assessed, especially in light of the need to create a system with LEP and equalization (also highlighted by the Court of Auditors, the Parliamentary Budget Office and – lastly – by the Constitutional Court itself).
