«Mutato nomine de te fabula narratur»? I Consigli regionali e il Parlamento di fronte all’elezione diretta del vertice dell’esecutivo

The essay draws inspiration from the similarities between the current form of government in ordinary Regions and the discipline proposed by the con- stitutional bill under discussion in the Senate, aimed at introducing the direct popular election of the Italian Prime Minister. It then examines the transfor- mation of the regional form of government that took place in 1999 in order to highlight the consequent changes regarding the role of the Regional Coun- cil. In this way, it will be possible to hypothesize the effects that the constitu- tional revision of the State form of government would produce on the role of the Houses of Parliament. Considering this analysis, some corrections to the model of the regional form of government, contained in the constitutional bill or to be added to it, are examined.
