THE NEW TRADE POLICY OF THE EUROPEAN UNION (EU) AND ITS EFFECTS ON INTERNATIONAL PUBLIC PROCUREMENT. In the current phase of renewal of trade policy, the EU legislator is introducing new regulations that condition access to the public procurement market of that trading bloc, considering respect for the values, interests and objectives of the European system in this matter of sustainability, mitigation of economic interdependencies, fundamental rights and the rule of law, openness to international cooperation, among other crucial aspects for free competition. These conditions affect public procurement, which is an important means of access to the European market for goods and services companies from non-EU countries. Conversely, it also impacts access to the markets of non-member third countries for EU goods and services companies. The question is whether EU rules are the expression of active policies or neo-protectionist policies, which impose restrictions with the sole objective of protecting the competitiveness of its own system and its national or regional companies.

THE NEW TRADE POLICY OF THE EUROPEAN UNION (EU) AND ITS EFFECTS ON INTERNATIONAL PUBLIC PROCUREMENT. In the current phase of renewal of trade policy, the EU legislator is introducing new regulations that condition access to the public procurement market of that trading bloc, considering respect for the values, interests and objectives of the European system in this matter of sustainability, mitigation of economic interdependencies, fundamental rights and the rule of law, openness to international cooperation, among other crucial aspects for free competition.
