The massive flow of people from the territory of Ukraine as a consequence of Russia’s recent aggression has been met with a strong and prompt reaction by States, international organizations, and public opinion. Even though conventional international refugee law does not provide for its automatic application to people fleeing armed conflicts, in this case the essential elements to apply that law are present for the overwhelming majority of Ukrainians.
