Regioni e credito: scacco matto in due mosse

Judgment 17/2020 of the Italian Constitutional Court concerning a conflict of attribution raised by the Sicilian Region in connection with a supervisory measure adopted by the Bank of Italy provides an opportunity to analyse what remains of the regional powers in the field of banking regulation following the reform of cooperative banks and the launch of the Single Supervisory Mechanism. The question of the delimitation of the supervisory powers of the Italian Regions, and in particular of the Autonomous Regions, is here examined from perspective of the interference of the new national and supranational regulatory framework with the supervisory powers recognised to regional administrative authorities.
