The paper aims to analyze the impact of smart working in regional councils. After a summary of the relevant literature highlighting the advantages and limitations of smart working in different types of organizations, the work focuses on the case of three Italian regional councils. These cases have been selected because are significant in terms of the adoption of smart working practices. The study, based both on the analysis of internal documents and on semi-structured interviews with representatives of the three councils, highlights what were the spillovers in terms of productivity, digitization, and impact on key stakeholders of the implementation of smart working. The study cannot be representative of the situation of smart work in the Italian public sector. Anyway it can stimulate reflections, to be further validated by extending the analysis to other realities. The results of the analysis, on the one hand, confirm what has already been documented in the literature on the subject, and on the other, highlight how the orientation toward innovation can be the catalyst for stimulating processes of digitization and real change in public administrations.
