THE INEVITABLE PRECARIOUSNESS OF THE ROLE OF THE THIRD SECTOR IN THE RECEPTION OF IMMIGRANTS/EXTRAORDINARY INTEGRATION, OPPOSITE OF A LOYAL COLLABORATION BETWEEN THE AUTONOMOUS PROVINCE AND MINISTRY SET ON A FRAMEWORK OF ESSENTIALLY «ADMINISTRATIVE» COMPETENCES. The paper examines the role of the third sector in welcoming immigrants and integrating them in the Province of Trento. In particular, it examines the provincial competences on the basis of which the various practices have developed, and the forms in which the loyal collaboration with the State has led to a radical reform of the reception approach, although legislation was unchanged.
