Parallele divergenti? Modello, metodo e merito nei lavori della Convenzione bolzanina e della Consulta trentina

The essay examines the authorities established in 2015-2016 – the “Convenzione” in Alto Adige/South Tyrol and the “Consulta” in Trentino – to draw up proposals for the revision of the Regional Statute. The comparison first highlights, on the basis of their respective provincial laws, the paradigm common to both the “Convenzione” and the “Consulta”. Then the analysis emphasizes the differences in their working method, with particular reference to the phase of popular participation, which have led to significant differences between the reform proposals drawn up by the “Convenzione” and those prepared by the “Consulta”. In the end, the role of mediation of the regional political class is recalled, in order to overcome the divergences between the different proposals and draft a common project of statutory revision.
