This paper introduces the special issue on Personal Health Records: Empowering patients through information systems? In addition to introducing the two papers in the special issue, it provides a brief review of the debate and research relevant to Personal Health Records (PHR) to situate the contributions of the special issue papers. The paper reviews major developments in the PHR debate and identifies current challenges facing PHR researchers and developers.

Abstract
