The article analyses the response of the international Community to the threat posed by persons both travelling abroad for the purpose of com- mitting, contributing to or participating in terrorist offences, and providing or receiving training for terrorism in the territory of another State. In 2014 the Security Council intervened with two Resolutions (2170 and 2178) to stem the flow of foreign fighters mainly in Syria and in Iraq to commit terrorist acts. The Global Counterterrorism Forum (GCTF) had a special role in preparing a set of good practices for a more effective response to FTF. This work has been recognized by the Security Council in its resolutions. On imperative grounds of urgency the Member States of the European Union have preferred to follow the path of the individual implementation of Resolution 2178. In 2015 the Council of Europe has adopted an additional Protocol to its Convention on the Prevention of Terrorism to focus on the phenomenon of FTF. Finally, the article analyses the response of Italy and it highlights some of the legal issues of the implementation process.
