This short essay gives an overview of the origin of the concept of 'multi-level governance' and of the debates that surround it. It established linkages with the more familiar notions of intergovernmental relations and federalism and gives instances of the policy areas in which it is applied. It concludes by assessing the legitimacy of multi-level governance arrangements.
