An approach to terrorism

After a brief description of Security Council and General Assembly activities against international terrorism between 2001 and 2011, the paper analyses the relationship between two of the main UN bodies and dwells on the issue of international human rights in the fight against terrorism. Ten years after 9/11 the insufficient and late response to the phenomenon is evident; in particular, only after some time the UN system understood that the fight against international terrorism could not be conducted only through military means. Time is ripe to rethink the UN response to the phenomenon, taking always into account that in the fight against international terrorism a fundamental role should be assigned to international human rights. Dopo una rapida ricostruzione delle attività del Consiglio di sicurezza e dell'Assemblea generale nella lotta al terrorismo internazionale dal 2001 al 2011, l'articolo esamina i rapporti tra i due organi principali dell'ONU e si sofferma sulla tutela internazionale dei diritti umani nella lotta al terrorismo internazionale. A dieci anni dall'11 settembre emergono con chiarezza i ritardi e le inadeguatezze nella reazione al fenomeno; in particolare, solo gradualmente si è percepita la insufficienza della sola risposta militare contro il terrorismo internazionale. E' dunque venuto il momento di ripensare la risposta dell'ONU al fenomeno, soprattutto in relazione alla tutela dei diritti umani nella lotta al terrorismo internazionale.
