The effects of procedures and participation

The report, considering the contributions on the national systems, is focused on some main topics, which may be considered as a common ground in all of the examined experiences: the influence of European supranational law, the link between participation and administrative transparency, the relationship between legislative and spontaneous participative tools, the importance of time of participation, the relation with the principle of subsidiarity; finally some short comparative remarks on conflicts and litigation are laid down. The purpose is to (try to) understand, possibly in a comprehensive perspective, whether participation in the administrative procedure which are relevant to face climate change are provided for; who is allowed to participate; when during the procedure participation can happen; with what specific purpose it happens; how it is concretely managed. Despite numerous divergences, some interesting shared tendencies may be grasped in all of the analyzed systems.
