In 2023, the ECtHR in its Kovačević case repeated the need for comprehensive constitutional reform aimed at elimination of discriminatory provisions regarding the right to vote and to stand as a candidate for highest state institutions. But again, constitutional reform was not a priority, neither for the ruling coalition nor for the EU, despite future accession of BiH requiring constitutional change.
