This paper elaborates some introductory ideas related to the analysis of the documentary policy that the municipality of Vercelli, in the concrete management of its papers, expressed in the constant attempt to represent itself and its political and territorial vision. The survey is aimed at a comparison of the documentary collections preserved in the Municipal Historical Archives (parchments and libri iurium), from the first parchment attestations of the XIIth century, to the XIVth century Visconti documentary elaborations.
