Enforced disappearances registered during the conflict between Russia and Ukraine must not be ignored after hostilities cease, and they must never be subject to political transactions. The Russian Federation and Belarus have not ratified the Convention on enforced disappearances. Nevertheless, various human rights treaties, international humanitarian law treaties, and relevant monitoring systems offer distinct mechanisms for assessing responsibility. These mechanisms function at both the inter-state and individual levels, irrespective of debates regarding the customary nature of the prohibition of enforced disappearances and its jus cogens status.
