The paper reports a proposal of Protocol to realize an Energy Saving Measuring Program. The proposed Protocol is based on the American IPMVP and is applicable where a final balance evaluation is allowed. The proposed Protocol may be applied only for improvements on existing plants, while it may not be applied to calculate the energy saving of a new plant, if a standard consumption is not established in advance from the Italian Electricity Authority. Finally three different case studies are reported and discussed.
