How the collective security system has developed over the first 75 years since the adoption of the San Francisco Charter are concisely described before assessing in what way the collective security system is perceived today by the international community. The shift from a strictly military approach to a wider perception of threats to international peace and security, including terrorism, massive violations of human rights, pandemics, massive pollution of the environment and cyber warfare is underlined, as well as the diversified responses by the Security Council. Some hypotheses for future development are put forward in the light of the most recent evolution of international practice in order to transform “a sense of collective insecurity into a system of collective security".
