The Committee of the Regions exemplifies a type of representation which is both political and functional. Balancing the two leads to an 'upgrading' of the kind of representation which is normally channeleled by supranational institutions. Being forced to overcome the many cleavages that potentially divide them, CoR members manage in fact to provide the "view from the periphery" and to represent the "grass roots" of EU democracy.
