Design of a Tool for Requirements Extraction from Legal Documents

This paper considers the problem of developing tool support for extracting stakeholder requirements, called rights and obligations, from regulations. To address this challenge, we use a semantic annotation framework, Cerno, and extend it into a tool – called Gaius T. The proposed tool can then be intended for identifying rights and obligations in legal documents, which can be then formalized and checked for completeness. This paper focuses on the technical details of development of Gaius T., while the methodology was presented in our earlier work.
