The chapter discusses the extent to which the European Union has been and can be interpreted through the lens of federalism, and points to the innovative features that make it into a "sui generis" federal polity. It further suggests that, if the focus gets shifted from polity to policy, multilevel governance is an even apter label to decsribe the EU. It ends by discussing the normative implications of these templates, particularly in terms of democratic legitimacy.
