The paper analyses the Italian regional legislation about private participation in land-use planning and programming. The first issue regards the change of some elements of the national participatory traditional tools, to make the model more efficient. Some regional statutes, for instance, anticipate the possibility of presenting observations and oppositions before the adoption of the plan; moreover, sometimes also the other private parties may express their view about the participatory contributions by the citizens, which broadly enriches the preliminary step. Besides, there are several experimentations of the inquiry model. Also strategic planning offers new chances to obtain a closer relationship between the public authorities and the interested groups of citizens. Finally, some regional legislators introduce independent Authorities, with the specific aim at granting the widest information of citizens about land planning policies and at promoting their participation in the procedures. Generally speaking, one could grasp the growing multi-lateral nature of the legal relationship among the various stakeholders. Such a relationship must be based on a complex web of different contributions, that have to fruitfully dialogue with one another.
